I'll be voting yes. I am sick and tired of Western Washington starving out Eastern Washington, only to complain that we don't contribute our fair share. Of course we don't generate enough taxes to pay our fair share. We don't receive the infrasture help that Western Washington has enjoyed for over 50 years.
Does it ever occur to Seattle and Olympia that high taxes lead to sales leakages to Idaho and Oregon? No, probably not. Their view is that if we don't generate enough tax revenue then we must be taxed too little.
